<p style="text-align: justify; line-height: 150%;">This aims to evaluate the Autonomous Region in Muslim Mindanao's (ARMM) performance in fulfilling its mandated functions, specifically in addressing the difficulties and problems that the region faced from 1991 to 2015, including poverty, political instability, a lack of peace and order, and inadequate provision of basic social services. Utilizing secondary data and a qualitative research methodology, the study assessed the ARMM's performance and responses to regional challenges. Additionally, it seeks to examine the actions of the ARMM since it was given the authority to rule the Muslim community in the Southern part of the Philippines. The findings suggest that hunger and poverty remain significant issues in the region. The former ARMM has consistently ranked lowest in terms of the availability of fundamental social services, although other parts of the Philippines continue to experience economic growth. The ARMM government's successful programs and interventions did not address the most critical issue facing the community: access to high-quality education. These findings suggest that even in fundamental areas, such as the rigorous execution of programs aimed at reducing poverty and the delivery of social services like access to clean water, sanitary facilities, and medical care, the ARMM as a whole was unable to fulfill its mandated duties. Additionally, a significant issue is the community's widespread culture of silence, even though crime remains prevalent in the area.</p>Milhaya Langco

<p>This thesis examines the role of social services in the rehabilitation of homeless individuals and beggars in Pekanbaru City. The research aims to explore how the Social Service addresses the increasingly prevalent social issues related to homelessness and begging, which involve not only residents but also individuals from other regions, such as Payakumbuh and Jakarta. The methodology employed in this study is qualitative, utilizing data collection through interviews and direct observations of the individuals involved. The findings indicate that social services play a crucial role in providing social rehabilitation and programs aimed at improving the quality of life for people experiencing homelessness and those who beg. These programs include education, skills training, and psychological support designed to reintegrate them into society. Furthermore, this research emphasizes the importance of collaboration between the government and the community in creating a supportive environment for rehabilitation. In conclusion, this thesis highlights the need for effective interventions from social services to address the challenges faced by homeless individuals and beggars, while also promoting ongoing efforts to enhance their welfare in Pekanbaru.</p>Mega Fadilla Husna BatubaraRodi Wahyudi

<p data-start="93" data-end="715">Many people still believe that the use of SIBISA in population document services is not functioning optimally. The community remains reluctant to use the complaint facility due to limited understanding of technology and the lack of comprehensive socialization. As a result, many citizens are unaware that complaints can be submitted online. In addition, weak supervision of incoming complaints contributes to low public trust in the responsiveness of the system. Some people also hesitate to report service-related issues because they fear potential consequences and assume that complaint resolution will take a long time. This study employed a descriptive qualitative approach. Data were collected through interviews, observations, and documentation. The data were analyzed qualitatively using Papadomichelaki’s (2012) e-GovQual framework, which includes four indicators of electronic government service quality: efficiency, reliability, trust, and citizen support. The findings show that the Online-Based Electronic Identity Card (KTP-E) Complaint Service at the Medan City Population and Civil Registration Office has not been fully realized. Interviews indicate that service employees generally prioritize community needs; however, the high volume of services compared to the available workforce makes consistent prioritization difficult. Moreover, the lack of intensive socialization regarding the online complaint service has caused continuous reliance on manual services. To address this issue, broader outreach through social media, websites, and public announcements at the Medan City Population and Civil Registration Office is needed. <p>Employee performance plays a crucial role in shaping an organization's productivity and success. It is one of the essential components that determine an organization's success and efficiency. Studies show that job satisfaction, organizational commitment, and the drive to work meaningfully affect improvements in employee performance outcomes. This research aims to theoretically analyze the relationship between the three variables and employee performance. To achieve this goal, this study will use a literature review method. The method employed is a descriptive qualitative approach, and data collection involves a literature review of various academic sources, including books, national and international journals, and relevant scientific articles. Findings from the research reveal that occupational motivation is the primary driving force behind productive behavior, and job satisfaction is associated with positive feelings towards work. Additionally, organizational commitment demonstrates loyalty and emotional attachment to the company. All three are crucial in determining employee performance, particularly in terms of output standards, volume produced, and task efficiency. <p>Sipolha Horison Village, located in Pematang Sidamanik District, Simalungun Regency, has been designated by the local government as a priority for regional development and tourism along Lake Toba’s shores. Despite this designation, the village continues to face significant challenges in harnessing its regional potential due to limited governmental intervention, particularly at the Local Government level, which serves as the principal administrative actor. This study aims to examine the role of the Local government in developing the regional potential of Sipolha Horizon Village. Employing a descriptive qualitative approach, data were collected through interviews, observations, and documentation, and verified through source and technique triangulation. The findings reveal that the government’s role as regulator is reflected in infrastructure improvements and tourism revitalization efforts; however, the absence of supporting policies undermines its effectiveness. As a catalyst, the government remains insufficient, as evidenced by community dissatisfaction with administrative services and access to information. In its facilitator role, the government has introduced business loan assistance and engaged in private-sector collaborations for farmer group training; however, these measures are still insufficient to support community and regional needs fully. The study concludes that enhancing institutional capacity, establishing stronger regulatory frameworks, and increasing community engagement are crucial to advancing the sustainable development and competitiveness of Sipolha Horizon Village.</p>Vincentius MarbunSiti Hazzah Nur.
